This book seeks to examine the issues and concerns of urban local government by studying functions and service delivery mechanism of Kalyan-Dombivli Municipal Corporation, covering civic services in general and service mechanism in water and sanitation in particular. It has emphasized on selected areas/wards of Kalyan-Dombivli Municipal Corporation and tried to analyse if the mechanism is differential to different communities. The impact of these services on the day-to-day life of the citizens is also examined. Emphasizing on global, national, regional and local contexts of governance, it analyses the concept of urban governance, both in theory and practice. Further understanding whether decentralisation has improved governance at the local level, it tries to determine how local governance has been operationalized in municipalities in the context of 74th Constitutional Amendment Act (1992).
