Analyzing how NGO advocacy programmes in the area of women empowerment can be monitored and evaluated, it studies the mechanisms utilized by women empowerment NGOs to manage their multiple accountabilities – to its values, constituency, donors and the State. Further taking a close look at whether women empowerment NGOs have seen any significant decline in its accountability to values over a period of time, it attempts to study whether accountability of NGOs to the State through cumbersome procedures and monitoring mechanisms is adversely affecting their work on empowerment. Finally, it evaluates the mechanisms by which women empowerment NGOs are strengthening their ‘downward’ accountability to their constituencies.
